The player in question is Wolverhampton Wanderers attacker Pedro Neto, who has made himself as one of the best players outside the big six.
The outlet’s sources indicate that Spurs representatives recently met with the player’s inner circle to receive information about his situation.
Meanwhile, Arteta wants a winger to be signed who can provide back up to Bukayo Saka, and Neto seems to fit that description.
The article suggests Tottenham would be ahead of Arsenal for the 26-year-old, as he is likely to be after a move that would guarantee him ample playing time.
Spurs and the Gunners are also up against Newcastle United, who have already held talks with Neto’s camp.
And while Wolves aren’t in a rush to sell, it is believed that an offer of £55-60million could turn their heads.

Admittedly, Arsenal and Tottenham will not find it easy to strike a deal for Neto, who has emphasised that he’s happy at Molineux.
Speaking from the launch of Wolves’ away kit, he replied when asked whether he would be remaining at the club this summer.
“I love this club, I’m really happy to be here and take this team to another level,” Neto said.
Obviously this doesn’t clearly rule out a summer move, but it shows that Neto is in no rush to leave and, as such, strengthens Wolves’ hand in negotiations.
